On 01/28/2023 at approximately 8:00am, a Sheriff’s Deputy conducted a traffic enforcement stop in the area of Rutland Avenue at Parkmoor Avenue, in San Jose. During the traffic stop, the driver later identified as suspect Emmanuel Diaz Ramos (41), fled on foot from the deputy.
